Notes:
Moveable taper, aka floating taper, means the tapered collar is a separate piece that rotates/slides independently of the bolt body. It does not appear to be REMOVEABLE, though H&R does list the set of 10 as such.

Advantages of Floating Taper Bolts:
Protects wheel finish. When you torque the bolt down, the tapered washer seats against the wheel and stays stationary, while only the bolt shank turns inside it. This prevents damaging the wheel's lug seat.
